To determine cleanliness, the Union Housing and Urban Affairs Ministry conducts the Swachh Survekshan Awards, initiated as part of the Swachh Bharat Mission. The evaluation is based on two main criteria – citizen feedback and field assessment.
Since sanitation falls under the jurisdiction of state governments, they are responsible for updating data on the Swachh Bharat Mission Management Information System (MIS). Each aspect being assessed, such as segregated garbage collection, undergoes validation through Citizen Validation in Residential and Commercial Areas in each ward on a sampling basis.
Citizens are asked questions about waste collection and its frequency, and their responses are validated. On-field assessors visit households and shops randomly to record these responses. The criteria for evaluation may vary depending on the specific issue being surveyed. For instance, when assessing technical support for sanitation workers, the marking scheme considers factors like the issuance of Identity cards (IDs) to informal waste pickers and the provision of Personal Protective Equipment (PPE) kits.
